Energy LawWhat Is Mechanism for Supporting Renewable Energy Sources(YEKDEM)

What is the YEKDEM Mechanism that allows the rapid development of energy production from renewable energy sources in our country?

Our country has the potential for serious renewable energy sources. Hydroelectric, wind, solar, geothermal, wave, biomass, wave and current. Support mechanisms are needed for this to be developed in our country as well as in the world. In order to achieve this, the mechanism for supporting YEKDEM, i.e. renewable energy sources, is explained. With this mechanism, the State guarantees the investor to buy energy produced from renewable energy sources in TL for 10 years.

It is a mechanism established within the scope of Turkey’s domestic and national energy policy. It was introduced in 2011 to make it more attractive for energy investors to invest in renewable energy investments.

The aim to be achieved with YEKDEM is to increase the number of production facilities built based on renewable energy sources in our country, reducing the need for production facilities harmful to the fossil fuel environment and the dependence on energy.

As a result, we think this mechanism works very well. And investments started to increase in production based on renewable energy sources in our country.

Due to the implementation of such long-term investments in large-rate financing support, credit providers are very important for these investors in terms of prices and year-end predictability,

YEKDEM has enabled investments to increase by providing this predictability for renewable energy investors and financing providers.

Production Facilities that can benefit from YEKDEM

Together with the Regulation on The Certification and Support of Renewable Energy Sources, regulations regarding the facilities that will benefit from the support mechanism are included. According to the regulation in question;

Wind, solar, biomass, geothermal, hydroelectric power generation facilities sources i.e. production facilities based on renewable energy sources,

*It has been ruled that real or legal persons who have exemptions within the scope of the amount of electricity generated by the use of unlicensed electricity generation renewable energy sources can benefit from YEKDEM for ten years from the date the production facility enters operation in whole or in part.

If the production facilities that benefit from the support go into hybrid production, there will be no changes to the YEKDEM benefit period.

They benefit from evaluation and support within the scope of YEKDEM without any application in unlicensed electricity generation facilities. It can benefit from YEKDEM for 10 years from the date they start the business.

They are counted within the scope of YEKDEM during the license periods of the supply companies in charge of the YEKDEM regulation.

Application Process and Registration to YEKDEM

In accordance with article 4/II of the YEKDEM Regulation, the YEKDEM mechanism operates annually. In other words, manufacturers who want to benefit from YEKDEM must apply by October 31st in accordance with YEK Law md. 6/II.

If the applications are complete, they are evaluated. As a result of the evaluation, the Energy Market Regulatory Authority publishes a preliminary YEK list within the first ten days of November. Third parties (for personal rights violations only) and related licensees (for the purpose of correcting/correcting the announced information) have the right to object to this pre-YEK list. If there is an objection, the objections will be finalized by the Energy Market Regulatory Authority on November 25.

As a result of the inspections, the final list of production facilities that are entitled to benefit from YEKDEM and the start dates of the facilities, electrical power generation capacities and information about the annual production programs are published by EPDK every year until November 30. According to the producers on the last list, the production periods based on YEKDEM start on the first day of each year and end on the last day.
